Road icon not showing up

I want to make a new terrain but I don't have a blank terrain, and the raod icon isn't showing up. Can someone help please?

You can't add new roads to a preexisting neighborhood... just decorations and stuff. You need Simcity 4 to make new neighborhoods... I do believe there's a tutorial in the Building area on how to do so.
