First question
are you putting files in
My Documents/Ea games/Sims2/Downloads
or Program Files/Ea games/Sims 2

if you chose the second it wont work

CEP goes in your downloads folder.

Make sure:
The CEP is in the Downloads folder (not in a subfolder)
That you have meshes and at least one recolour for all hair and clothing items
That you have custom content enabled and the dialog turned off, exactly as in Zen's image:

If your Sims, clothes and genetics do not show up, put them in the Saved Sims folder (but NOT in subfolders)
All files that are in the saved sims and Downloads folders must be .package files- NOT zip, rar or Sims2pack.
For your sims, you need to go into CAS and make a sim of the same age and gender as the sim you downloaded, then click on the 'choose existing sim' button:
http://i7.photobucket.com/albums/y288/Bluefunk/ChooseExistingSim.png
If your game is running slowly, delete cigen and groups.cache from My documents/ EA Games/ The Sims2; also bear in mind that lots on which you use a lot of custom content may be slower.
To speed up your computer, follow this thread to create a 'gaming' user account and clean up your system:
