Is SPP and FFS worth buying

Is sims party pack or holiday pack worth buying because if its like a proper expansion pack i.e. OFB, Nightlife, University then sure i get it but if its just a little add on is it worth it?

Those are not expansion packs, they are "stuff" packs. They add some content: objects, walls, floors, and some outfits. Holiday adds holiday stuff. Family adds a lot of bubbly, brightly-coloured stuff that looks like it was made by Fisher Price. They don't really add much in the way of new interactions or animations, if any. Whether it's "worth it" is a matter of opinion. It's your money.
