You have to be a Witch first!

Befriend the Evil or Good witch to be able to ride a broomstick and fly to the Magic Town, IIRC There are only two lots to go to, (Good castle and Bad Castle) but you can buy special things to go in your cauldron :)

Where to the Evil and Good witches appear?

I'm playing with some appartments I've added to the downtown area of Pleasentville. Will any witches appear anywhere there or will they only appear in the new neighbourhood which came with AL.

They'll come to any 'hood.
