I've been searching for instructions on how to do this safely but I can't find it anywhere. If I missed something obvious please just let me know :)

So in my early days as a Simmer I did something stupid with this one family I had, and I had two babies I didn't want. I deleted one with moveobjectson, I just deleted him. The other wouldn't go with moveobjectson, so I aged him up and then killed him off. I then deleted the tombstone.
The one baby that was deleted with moveobjects on remains in the family's neighborhood screen where it lists the family members , though there's no trace of him on the lot. He's also listed as a family member in SimPE. (Note: I don't know anything about SimsPE and can't do anything complicated with it without super-detailed instructions. I was changing the family's last name and saw him in there.)
The one that died is in all the Sim's memories (and it's a big family) and is in the family tree. I don't think the moveobjectson baby is in the family tree though. I'd let to get both Sims out of there for good - mainly the moveobjectson baby, but I'd also like to get the dead Sim out of the family tree if it's at all possible.
I haven't had ANY game problems apart from the deleted baby showing up in the family's neighborhood listing. So I'm thinking the family is probably not doomed to glitch. The siblings are fine, moved to university and back with no problems.
However, I'm afraid that messing with deletion will cause horrid problems, because I know I need to get all those family memories of them out as well!
What's the safest way to do this? I need detailed step-by-step instructions so I don't do something stupid.
In my Google-ing, I did find a Sim Deleter that works with SimPE: http://theos.chewbakkas.net/tools/sim-deleter-tool.html
But it's in some weird format that I don't know how to install. Would this be the best tool to use? If I understand correctly, it will delete all the memories and everything? How do I install it?
Also, should I delete the Sim DNA?
