where do i get seeds to plant a garden?

If you read the first gardening book they give you some seeds. Or if you buy fruit from the grocery store you can plant that in the garden. You can also find seeds around the park and other places but some of those can't be planted until you're level 5 or so. I suggest reading the book.

Yep, to start out just plant a few different vegetables that you get from the grocery store, you need to read the first gardening book first though in order to be able to plant (free at the library) or go to the gardening class offered at science building. The more gardening books you read, the more you can do with the crops you plant. Then hunt for seeds around the town to get the special and rare ones so that you can get a variety of crops in order to advance in the gardening levels and also with the opportunities that you get along the way. Even if you reach level 10 there will be plants you won't be able to plant until you accomplish certain opportunities that are offered to you by the bistro and supermarket. My sim accomplished his latest task at the bistro and was then allowed to plant cheese and eggs in order to make cheeseplants and eggplants and even though he is supposed to be able to plant meat (from reading books), he isn't allowed to yet because of some future opportunity he hasn't been offered yet.

Does anyone know of a list about where we can find/what we can do to acquire the more obscure seeds?

Just build up enough lifetime happiness points and buy the collector reward. It will allow you to click on it from your inventory and choose whichever thing you want to collect (like seeds) and then you click on the mapview and it shows you where all the items are in the town and you just send your sim to the different areas and have him/her pick them up.
