my sim housemates both have a "romantic interest" in each other, but there is never an option of going steady or even romanitc kiss or makeout. ive improved their moods and even tried doing this but there are never the options, is there anything i can do or is it just by chance that i get these options?

They don't come up by chance, they come up after you do a sequence of romantic interactions. If you put a 'friendly' or 'special' interaction (or whatever else) in between, it ruins it and you have to start over again.

I had a similar situation. One of my sims met and wooed a woman. She left her husband and moved in with him. She would sleep with him and lie on the bed, kissing and cuddling. But she would never woohoo with him. I finally got him interested in a girl down the street and had him leave her. I don't know what the problem was. She would jealous when he was with other women and everything!
