I am not sure what its called so I will just show you a photo of it. I have seen them somewhere but can't find them back. I think where I saw them was on a side of a barn or something to that effect. Would be ideal if the item is adjustable in height - like the apartment life shelves...but I don't know if it is.

Do you mean the brackets? These columns (http://www.modthesims.info/download.php?t=256553) look similar--just not quite as fancy.
