I have never thought of a challenge before so i don't know weather you will like it or not but here goes.

what you have to do:
evict all the people in your neibourhood and bulldoze either all the houses or all but one. then go to CAS and create any sim you would like but you can only create one. then move them either into an empty lot or a house then keep playing for a while. after a couple of days make a new sim to the oppisite sex of your old one. then get married have kids then when your children are old enough to move out make another family or sim and so on.

rules:
1. you can't get a job your only income is the money you start of with and kaching 1 time a day until you don't need to buy anything any more.
2. you can only move in ONE family when kids from another are old enough to move out.
3.no cheats other than kaching.
4.you are only aloud to keep one house at the start when you get more families you can get more.

the reason for the challenge is to slowly repopulate the town.

I think it's a very interesting concept. However, I think the game will continue spawning families. I guess they won't have any place to move, though, since all the houses are gone. You'll still have NPC's though

This is a good idea. But the game spawns EA characters and soon Sunset Valley is filled again with these boring characters.
So is there a cheat which allows not spawning EA characters?

yes but the aim of the challenge is to rebuild the town

I know the challenge is to rebuild the town, and that's a cool idea. But, and I've done this, you move all the people out of the town, the EAgod or (more likely) EAsatan, will just spawn new pudding face people and pudding face NPC's. I'm not sure where the people will live if you get rid of all the houses. I'm not trying to discourage you. Give it a try. It is an interesting concept. Just be prepared for more EA spawns to show up.
