Split-Level Foundation Not Working

When I go into a brand new lot, never been built on and I try to build with the Split-Level Interior Foundation, I keep getting the error message saying Cannot intersect fence or half wall. Is there anything I can do to fix this? My games are legal because I have to play them with the CD's so that is not the problem. Is there anything else that might be the issue?

I've been seeing this error reported a lot recently in the Sims 2 Build Forum:

However, I don't remember seeing a solution. You might want to look through the posts to see whether anyone came up with a solution, or whether you can find something in common with other people who have this problem.
