Ok I know as for the hair that is not genetic but otherwise do they work the same as ts2? I want to know if I have a ghost relative down the line can one pop up at a later time down the family tree? Or say the new vampire? They had a vampire grandparent then two humans make a vampire or no? Just something to think about like with the skintones do they pop up later on down the line? Thank you for any help you may be able to give

Genetic Features are passed down "wholesale" to the kids, basically they get one or the other. For instance, if one sim has "normal eyes" and one has "squinty eyes" you will get one or the other not a mixture of both.
EA supposedly introduced proper genetic blending of skin tones for offspring of sims with different skintones with 1.12 but I have to say I haven't really seen much difference.
There IS however, a line in one of the XML's (I think its SimDescriptions can't remember off of the top of my head) that says a Sim has a 25% chance of inheriting a feature from a grandparent, so I guess thats sort of like a recessive gene.

If a grandparent goes out of scope, newborns cannot inherit their features anymore.

Yes, but there's a chance of mutation in which case it will be neither.That only applies to colors. Facialblends don't mutate. The method by which facialblends are inherited is the same system as in TS2: One or the other.

I don't care about blends. I am just asking say there was a ghost grandma in the family tree and say another ghost pops up later on down the line. Or say both parents have one color skin but there was say a purple sim is there a chance of a purple sim to show up later on down the line

In the scenario you presented: If the Ghost Grandma was still around (playable) or the purple skinned Sim was still alive then yes. Otherwise the game will ignore the Grandparents genetics.

Well that sucks. Too bad they didn't keep the genetics the same as ts2 how you would all of a sudden get a red head sim since one of the great greats had that color hair

Otherwise the game will ignore the Grandparents genetics.No. Just like in TS2, once a skin is blended in, any other information is lost. So if you had a town of S1 and S4 in TS2, they would tend to blend together into a town of S2/S3 in subsequent generations, causing S1/S4 to disappear slowly from circulation. Same thing happens in TS3.
