This isn't an installation question.
I used to be able to download from this site and I knew how to install the package files and I still have the files I previously installed as the .package files in the game. Nothing in the game has changed, but now I've tried to download new custom content from here and instead of being .package after unzipping the file, they show up as type:sims3
Is there any way to change this back to package??

Make sure you're properly viewing the file extensions - you want to have it turned on in Windows, and make sure your folders are set to Details view, not icons. So you'll see stuff like picture.jpg, document.txt, content.package
I have a feeling Windows has just changed how it identifies your files, and there's nothing wrong with your actual .package files whatsoever and they'll work fine in your game.

It is set to details, the only thing I see is a size and it telling me that the file type is "sims3." Like I said, stuff I installed before is working fine in the game, but the Laucher doesn't recognize the files the way they've been changed or newly identified or whatever.

Game Help:TS3 CC Basics - make sure you turn on viewing the actual file extension as it explains on that page. It's not just the type column but the actual file extension.
The Launcher doesn't handle .package files - only .sims3packs.

The launcher doesn't recognise package files full stop, never did. Are you talking about sims3pack files? Is the Type column wide enough to see the whole word?
Also, this is TS2 help - and the TS2 launcher doesn't install CC.
