With NRaas' Mastercontroller (http://www.the-isz.com/nraas/index.php?topic=932.0), you can set the level for each individual skill you want.

For max needs, open up the cheat window, enter in "testingcheatsenabled true", shift+ctrl click the mailbox, and there should be an option to 'set needs at static'. Something like that.

Well, that's because you're installing it wrong. :) Ever since Ambitions/patch 1.12 came out, still having the CC framework in Program Files will break a lot of mods. See here to fix it: Game Help:Installing Sims 3 Package Files/Old Way to New Way

You need to put them -only- in My Documents and completely remove the framework from Program Files. Simply having the framework in Program Files can make many mods stop working - including ones like Master Controller. Any other mods that does what you want would also be broken by having the framework installed incorrectly - follow the "Old way to the new way" instructions linked above to -completely- remove the old framework components from Program Files, and install -only- to My Documents.
