Many downloads result in 403 forbidden error

I or my girlfriend try to download certain things such as the buyable seed spawner (http://www.modthesims.info/download.php?t=358301) and it will result in a error 403, page forbidden. This happens most with multiple part files such as user-created towns where the .rar is split into multiple files. I don't know where else to post this so I figured here would be as good a place as any.

Do you use a "Download Manager?"

No download manager, using Chrome 14.0.835.163 beta-m on Windows 7 Home Premium 64 bit. She noticed it most with the third file in multi-part towns. First and second would download fine, the third file would 403. Would it have something to do with how many concurrent connections to MTS you can have to download at the same time?

EDIT: Yeah that was it. Apparently You cannot have more than 5 concurrent downloads. This might be mentioned in the FAQ somewhere? If not then maybe it should be.

This might be mentioned in the FAQ somewhere? It is - http://simswiki.info/index.php?title=Special%3ASearch&search=503&go=Go, but didn't cover the Client side of things. I'll add the 4xx code, too.

I'm still having this issue. I have nothing else downloading, so it's not that... help?
