NO cars, only mopeds / motorcycles / bikes?

Hello all,

So, I started a new world project. Big surprise there. It's an archipelago with a medium main island and lots (LOTS!!) of little islands around it. Basically our rich sims will be able to own their own island, as most of them are small enough to just accommodate a 60x60 lot. (the subway system will function as the inter-island transportation system)

So, my question is is it possible to not have any cars in my world whatsoever, but still allow my sims to use mopeds / motorcycles / bicycles?

honestly i dont think so since npcs get cars and the taxies showup sometimes just to go down the block

I've heard that there is a game mod that allows you to stop using the game taxis and school buses, unfortunately I have no idea who made it.
