So, basically, what has happened is that I do the whole recoloring, using the lasso tool to select an area, and then use the hue/saturation effects. It comes out looking pixelated and grainy and it has never done this before. I'm trying to get the tank top that shows some midriff to be a dark green color.

Using the hue and saturation tool on something dark like this will create lots of grain and weird colour artifacts. Try this:
1. Lighten the tank top (use Brightness, Levels, Lightness... whatever works).
2. Desaturate it.
3. Place a new layer on top and fill it with the colour of your choice. Then set the layer blending mode to something like "Multiply" or "Color". Play around with it until you get something that looks good.
4. Flatten your image and save.

Thank you soooo much! Worked like a charm!
