I might decide to get World Adventures tomorrow, but I have heard some questionable things about it and I also am wondering about some things.

The things I am wondering about is how Sims not on vacation will behave while the Active Sim is on vacation. I have both aging and story progression on and I need to know if inactive Sims still age and do things with story progression. Also, will all of the the vacation neighborhoods be going simultaneously with the regular neighborhood? If so, will that take up a lot of system memory?

Besides all of that, is there anything else that is important to know?

While your active sim is traveling, the remaining sims are "suspended". The days or weeks of your vacation do not progress in your home world. You return home to everyone essentially right where you left them. Only the world your active sim is in has "time" running.

World Adventures is a really great expansion, but it has some flaws which can have a hugely negative impact on your game. You can fix, reduce and prevent many of these flaws by using mods. It took me months before I experienced some of the major bugs that WA can cause in a game, so you might not experience them for a long time. If you do, however, you can use a few of Twallan's mod to fix the problems (namely Traveler and Overwatch, thought I do recommend most of Twallan's mods if you aren't using them already)

Another thing you might be interested in knowing is that while the worlds are pretty nice (Al Simhara, Shang Simla and Champs Les Sims) they have some glaring errors in them which can cause major game lag, especially Shang Simla. You can reduce that by using ellacharm3d's fixes for the .world files if that becomes a major problem.

Edit: I just wanted to say, don't let these issues scare you. WA is one of my favorite expansions.
