Another Long-time Simmer having trouble with .package files

I recently got the Pets expansion, and decided I should start getting Custom Content. (I have used CC in the past with no issues, but the current version of my complete re-install was using none.)

I have followed all of the instructions and checked and triple checked everything that can be checked and I am still not seeing my .package files appearing. I've put them all in a different folder and I'm trouble-shooting just trying to get the no-intro to work. I get the intro every time. I've deleted the Caches that are recommended to be deleted and I have the latest version of the Resource.cfg.

Here are my version numbers:
Base Game = 1.29.55.014017
Ambitions = 4.0.87.006001
Late Night = 6.0.81.009001
Pets = 10.0.96.013017

Outdoor Living Stuff = 7.2.7.010037
Loft Stuff = 3.0.38.004001

The Mods folder does not go in the Downloads folder, it goes in the The Sims 3 folder.

Wow. I am a colossal idiot. That fixed it, thank you. I was hoping it was something simple and easy to fix. I don't know why every single time I looked at the how-to list I missed this every time!
