It's most helpful if you provide high quality close ups of the sim compared to the person you're trying to make them look like. You're halfway there with including a comparison picture, but we need to see your sim's face more clearly as it's the most important part. :)
From what I can see, his eyes need to be a lot squintier. He also looks like he might have too much of a "happy" curve in his mouth. If you could make his mouth noticeably more neutral, that would be great.

I think it is almost impossible to create a sim without CC. As I can see you have used Maxis stuff only. You should look for a detailed photo of Dominicīs face to create a face mask for your sim. You can look for it in the tutorial section on the site but I am sure you know how to do. I also think that his clothes donīt fit his character. The shirt is too honest-looking for him in my opinion.
