So, I bought the Pets expansion on Sims 3 last week and when I was customizing my dog the traits wouldn't show up. Also, I tried adopting a dog and he doesn't have any traits or I can't get any Lifetime rewards for him and this effects to my Sims too.

And after that the traits are suppose to show up right or am I suppose to start a new game?

With step#3, new game and no cc, all traits should appear.
- If it doesn't appear, means the fault is not in User files but in Program Files.
- If it does appear, means the fault is either in CC (incompatible or outdated) or in your Saves.

Have you done it? What's the outcome?

Now, if I do that can I copy my old game file to the new user file?

You need to troubleshoot first to determine where the issue lies. And to do that, we have to rule out the Saves first, take it out of the picture and see what's what. Thus the 3 short and easy steps in that FAQ.
If the issue is indeed determined to be a Saves problem, than we'll get to ways on how to solve that next.
