I couldn't find any, but you can request tattoo's from a creator over at the official TS3 site here (http://forum.thesims3.com/jforum/posts/list/120/536527.page)

or check the creator's who take requests thread (http://www.modthesims.info/showthread.php?t=392614) for someone who could help.
