(help) Blank Neighborhood

This is my problem:

When i'm on world view mode (e.g. 'edit town' or neighborhood view) i just get my neighborhood like this:

what should i do to fix this?

i'm not really sure but when i'm in create a world mode for placing new lot, it just work properly (not showing that blue neighborhood)

i don't think i should tell my pc because before i re-installed my laptop, i don't have the same issue.
