I've been thinking of creating two political parties for my Sims. Maybe using the higher bills mod for when one of the parties is in power to simulate taxes. Then having a community lot with some aspiration rewards that will be free for every Sim to use, and lowering the ACR neighborhood risky woohoo percentage (social programs). I haven't really fleshed it out or decided to do it yet, but I'd have to figure out what the other party would offer, then create some kind of rubric based on personality, aspiration,life experiences and maybe candidate reputation to figure out which party each Sim would vote for.
Has anyone done something like this? If so, how does it work in your neighborhood?

**EDIT** I was sure I'd started one too, quite a while ago. And I've found it :-) It's here.... (http://www.modthesims.info/showthread.php?t=438280) This outlines most of my ideas, though I have altered them somewhat since then.... I have changed the elections to every 10 days, as I now play one day rotations, and I'll be changing some other things too. Back in a bit to mention some more of my ideas/changes :-)

Thanks. There's a lot of good ideas in those threads. I'm interested in hearing how you modified things and how the system works in your hood.

I'm not really entirely sure how my proposed system will work in my 'hood, as I haven't implemented it yet :-D I do want to implement it in my current 'hood, but not for a few rotations - the story will be that the town council decided that the town had expanded enough to need a more structured "government" with elected officials rather than unelected representatives from the town population (ie whoever volunteered!). But that won't be for a while yet, so I'm still working on my ideas.
At the moment I'm writing out lists of policies for the different parties. I will be having three parties, as my proposed subhood one isn't relevant as there are no subhoods - business districts & downtown are played as separate towns/cities as opposed to districts of the main town, Velden Hills.
