Option DoNotGeneratePetWalkersAndHomelessPets now also controls Jungle pets
This update is about Jungle region and local Native NPCs
In case of these Native NPCs, reutilization of existing NPCs is not a good option, because after that those Native NPCs will start to appear everywhere - bars, shops, streets etc.
So, some Native NPCs should be created.
Let me introduce these new options to help you control their amount:
1)Option DisableShifts which is enabled by default
Right now this option only affects bars, so one bartender will work the whole day instead of 3 bartenders works by shifts (6:00-14:00, 14:00-22:00, 22:00-6:00).
So if you visit Jungle Bar there will be only one Native Bartender generated.
Be aware that this option works for all bars, not only for Jungle one.
2)Option NumberOfBarflies which is 1 by default
This option controls the number of barflies that appear at the bar.
Native NPCs will not be generated for that purpose, only if you have available ones - they will appear as barflies.
Be aware that this option works for all bars, not only for Jungle one, so if you are about to visit a regular bar and want it to be full of people - change this setting accordingly.
3)Option NumberOfJungleMarketplaceCraftVendors which is 1 by default
By default, there are up to 2 Craft Vendors appear at Jungle Marketplace during the day.
This option change that number to 1 and you can set it to 0 if you do not want Craft Vendors to appear at Jungle Marketplace.
These vendors will work all day and will not leave to avoid generation of new vendors.
4)Options NumberOfJungleMarketplaceNativeCustomers and NumberOfJungleMarketplaceTourists which are 1 by default
There are two kinds of NPCs that appear at Jungle Marketplace - NativeCustomers and tourists. The sum of those two options strictly set the overall number of these NPCs and ratio between those options reflects the most probable ratio between numbers of these NPCs. For example, with default settings, there will be 2 NPCs, in most cases, there will be 1 NativeCustomer and 1 tourist, but will be cases with 2 NativeCustomers and no tourists and will be cases with 2 tourists and no NativeCustomers.
NativeCustomers will appear for the whole day and will not leave to avoid generation of new Native NPCs.
5)Options NumberOfMuseumPatronsNative and NumberOfMuseumPatronsTourist which are 1 by default
There are two kinds of NPCs that appear at Jungle Museum - NativePatrons and TouristPatrons. The sum of those two options strictly set the overall number of these NPCs and ratio between those options reflects the most probable ratio between numbers of these NPCs. For example, with default settings, there will be 2 NPCs, in most cases, there will be 1 NativePatron and 1 TouristPatron, but will be cases with 2 NativePatrons and no TouristPatrons and will be cases with 2 TouristPatrons and no NativePatrons.
NativePatrons will appear for the whole day and will not leave to avoid generation of new Native NPCs.

Skeletons will be created instead of being reutilized.
Natives and skeletons should not appear outside of Jungle region( as customers, neighbors etc.)

This(1.1.1) and previous(1.1.0) versions are compatible with last two game updates:

npcc.settings useonlyhomeless 0

You don't need to restart the game after changing the settings via commands


Original post:
The goal of this mod is to force the game to reutilize current sims instead of creating new ones, in case game needs sims for something, for example, you go to the library and the game needs a librarian to work there.

With default settings, only homeless sims from unplayed households can be reutilized.
After your first run of the game with this mod configuration file "npcc.cfg" will be created in the same folder you placed the mod.
You can change settings "UseOnlyHomeless" and "UseOnlyUnplayedHouseholds" from 1 to 0 if you want to reutilize not only homeless and not only from

unplayed households.

You need to restart the game for new settings to work.

For Detective, Doctor, Scientist careers (sims that work at precinct, hospital, lab) by default not only homeless sims can be reutilized.
You can change settings "DisableUseOnlyHomelessForNormalCareer" from 1 to 0 to change that.

Only pets (with the owner) from unplayed households will appear at the veterinary clinic.
You can change settings "UseOnlyUnplayedHouseholdsPets" from 1 to 0 to change that.

The game will use only current pets to appear at the veterinary clinic, it will not generate new ones.
You can change settings "DoNotGenerateSickPets" from 1 to 0 to change that.

The game will use only current pets with owners to appear at the park, it will not generate new ones.
The game will not generate homeless pets at the park.
You can change settings "DoNotGeneratePetWalkersAndHomelessPets" from 1 to 0 to change that.

The game will not generate aliens in disguise.
You can change settings "DoNotGenerateAlienInDisguise" from 1 to 0 to change that.

Installation and Compatibility
Unzip and place .ts4script file into your Mods folder or one level below that e.g. Mods\NPCC.
This mod was tested on The Sims 4 version 1.37.35.1010 (Windows)/1.37.35.1210(Mac) Update 12.12.2017.
Script mods must be enabled in your game options for this mod to work properly.

Basic Download and Install Instructions:

1. Download: Click the download link to save the .rar or .zip file(s) to your computer.

2. Extract: Use 7zip (recommended), WinRAR (Windows) or Stuffit (OS X) to extract the file(s) from the .rar or .zip file(s). OS X also has a built-in utility for that (just rightclick).

3. Unzip and place .ts4script file into your Mods folder or one level below that e.g. Mods\NPCC.
Ensure that script mods are enabled in game settings.
