For a given value of legal, yes.
If you have somehow paid for the original clip, you can use it any way you want for personal use.

Realistically, is anyone going to come to your house and arrest you for it? No.
They might if you put the clip on a pay site though.

There are some bands as well that provide their video clips at their sites for free

Anyway, what may be legal or may not is the way you get the videos. What do you do with them, it's up to you. However, I guess that something has to be done with the video, or the video fill a certain condition or something, because when I tried to place one for the TV, the sound got into a repetitive cycle
