If you know how to use bodyshop (the tutorials deal with clothing) then you can just go make a project from a Maxis version and see how they did it, and then work on your own. Experimentation is key.

What you could do, is:
Export a stubble.
Open in Photoshop.
Select a part of the alpha (like a circle of it) copy it.
Open a new....(file/page...whats it called?) then paste it.
Invert the colours.
Then Edit-Define Brush Preset-name it if you want. Then click ok
Experiment with the brush

Brad2006 - the alpha for sims is in a separate grayscale file. So I'm not sure that photoshop's alpha stuff will be of use or not.

Make some speckled brushes, like 50x50 px should be decent size

Put loads of random dots all over the 'canvas' and depending on your desire, put them closer or further away from each other as you want-then click on new Brush Preset
