I don't get why formal is in selection. This is for sims 2. They never dress up for events automatically, unlike when they go to bed they change into PJ's, or swimming they get into there swimsuits. :report:

well if the sim is getting married and you buy an arch, then click on the arch and select "Get Married" then your sim and their fionce will both go to the arch and change into formal clothes, and get married, plus the guests will all come over to watch, and if the guests were invited for a wedding party, then they will be in formal wear too
that is the only time i can think if that they would wear it though

I think formal is good for when you want them to have a special event. As amyandmia said, they can get married, but I also have funerals for my sims where they dress in formal wear. Or when they go out to a fancy dinner.
I guess formal is there because it wouldn't make sense if it wasn't there.

I sometimes make my sims dress formally for the private school headmaster. Also, when my college sims become adults and move back to the main neighborhood, I make them all buy two formal wear outfits - one for when/if they get married, and the other for when/if they attend a wedding. It really annoys me when I have a wedding party and a guest will be wearing a wedding dress - worst, is that it's the same princess wedding dress that the bride is wearing.
I don't understand why the option of underwear is available for toddlers and children though, they never use it, plus you can't even make a toddler change into underwear.

Kind of off topic of formal wear but I absolutely hate that you can't design sports clothes for kids in Bodyshop since it was introduced with FreeTime. I absolutely hate that.

You're right: it doesn't make much sense for toddlers.
But children can wear underwear to bed (at least, in my game they have the option of sleeping in their undies!).
