I can not find caches.package or thumbnails.package files anywhere in the Sims 3 files.
I have read, bookmarked and printed the Wiki instructions for installing and organizing Sims 3 Custom Content. The Section "Refreshing Caches and Thumbnails" instructs to "remember to delete caches.package and thumbnails.package whenever an CC is installed or removed".
Would someone provide me further direction? Everything else within the instructions and FAQ's was crystal clear. Thank you.

If they are not to be found, then they have not been generated. You need to open the game to generate them.
You can use Delphy's Dashboard tool (http://www.modthesims.info/d/387006) to delete your cache files as well. The option is under "file" when you open the program. This will isolate all the caches you should delete, in case they are in a folder you haven't checked in. (I believe the world cache and thumbnail cache are inside folders within the Sims 3 directory, but the folders should be obviously named).

Thank you. I am still stuck on this. I have been in and out playing the game since installing yesterday. I reviewed all folders and there are cache files but not with the names caches.package and thumbnails.package. I downloaded Delphy's Dashboard tool and there are no files in it. The bar at the top of the Dashboard identifies Sims 3 but reference when opened is for Sim's 2. I will go back and check more instructions and FAQ's. If you think of anything else I can try please let me know. Many thanks for getting back to me so quickly.

So for some reason the dashboard is finding your sims 2 game instead of your sims 3 game? Or is it just saying that you have a ton of sims 2 files in your game?
You may need to use the option under "File" to change the folder it is looking at for Sims 3. (Is it able to find your framework, and is your framework working?)

Before I upgraded to Windows 7 Home Premium I used drive erase software to wipe all hard drives clean so I do not think files are still there. I have Net framework and will check to make sure it is working. Also will try the "File" option. Thank you very much!

Once I had Delphy's miracle tool working I was able to fix the problem. Thank you very much for your time and help with this.

Your suggestion to point the Dashboard to the file worked. I was confused when I saw the "Sims 2" in the mix with the other data for file types in Delphy's. Evidentally he had the foresight to add the Sims2 in the filter so fracken dunderheads could easily identify and remove unwanted Sim's 2 files. As a side note, I have been playing Sims 2 since it came out. Bought a better gaming computer without realizing Windows 7 would be problematic. Even tried an upgrade to run in XP mode. Too many problems. I'm new to the Sims 3 but decided I am not going to make the same mistake with files as I did with Sims2.
