Annoying Lighting Glitch-Espcially on Hair,After Updating Graphics Card

ok so, I'm not sure if its because I updated my graphics card, but I've been getting this weird lighting glitch, that happens whether i turn the setting on high or low, where parts of the hair where the light's supposed to "shine down" on the hair, it appears a dull, flat grey, or I'm assuming its shining down, there are some shining spots, but I can tell it's because of light because under lighting when they move it changes, heres a picture:
EDIT: If it is the update is there a way to uninstall the update to see or check?

It is doing this with ALL hairs, only default in-game ones, Store items or only CC hairs?
What setting did you turn down on low or set to high, exactly? Post an image of the Options dialog box?

And when you remove the options.ini file, and start retweaking things when all is set back to Defaults, the "glitch" is still there?
