I have no idea where to actually make this thread so sorry if this is in the wrong section.
Anywho,I was wonder if that program (http://usa.autodesk.com/3ds-max) is compatible with the sims3?
Or is there some type of work around to make a mesh using that program and put it in Milkshape and etc etc thats possible?

Not directly, but you can certainly make or edit simple meshes (stuff that doesn't require complicated bone assignments) in 3DS Max, and then put them into Milkshape to do the finishing touches and to use the export options there to get them into the right format. You do have to be careful about your polygon count though, as many of the methods that 3DS Max meshers employ constantly (like the MeshSmooth modifier) are generally a real bad idea to use on meshes for TS3.

After making sure your mesh is low-poly enough for TS3, export your 3DSMax mesh as an .obj, which is a compatible format for Milkshape. Import it into Milkshape and when you've done your joint assignments (the .obj format does not retain joint assignments, so you have to reassign them when you get into Milkshape) and any other further editing you need doing (such as Group comments), export it for TS3 using the plugins for .simgeom (CAS parts) or .MLOD/MODL (objects).

Both TSRW and 3ds MAX have a FBX plugin but i didn't manage to import/export properly.
One of the reasons is that each version of 3ds MAX needs a new set of plugins :(
