I have modded tons of games before, I know what a rar is, how a cfg works, and most importantly, how to read a FAQ. So, I have gone through all the FAQs I could manage on this site, and nothing helps.
First, I tried installing the framework hack with the latest update 1.32, and the mods didn't work, I reinstalled the game, wiped the registry, updated to an earlier version (1.27), let the game loader create a new Documents game folder so that, apart from the updated game version, everything is practically a blank slate. So, I have no frickin' idea why not even rick's nointro package will load successfully.

I'm on windows 7.

skuversion for sims 3 base (no expansions): GameVersion = 1.2.7.00002

contents of Resource.cfg:
Priority 501 DirectoryFiles Files/... autoupdate Priority 1000 PackedFile Overrides/*.package PackedFile Overrides/*/*.package PackedFile Overrides/*/*/*.package PackedFile Overrides/*/*/*/*.package PackedFile Overrides/*/*/*/*/*.package Priority 500 PackedFile Packages/*.package PackedFile Packages/*/*.package PackedFile Packages/*/*/*.package PackedFile Packages/*/*/*/*.package PackedFile Packages/*/*/*/*/*.package Priority 499 PackedFile Test/*.package PackedFile Test/*/*.package PackedFile Test/*/*/*.package PackedFile Test/*/*/*/*.package PackedFile Test/*/*/*/*/*.package Priority -50 PackedFile Probation/*.package PackedFile Probation/*/*.package PackedFile Probation/*/*/*.package PackedFile Probation/*/*/*/*.package PackedFile Probation/*/*/*/*/*.package Priority 500 PackedFile DCCache/*.dbc

Before you ask, I have deleted the game caches several times over.

Go ahead and patch up to the current patch level and try it again in Documents (you'll need to remove the stuff from Program Files) - if it's still not working, provide that same info ya did, only for the Documents install. The Program Files way doesn't work very well anymore and can cause issues.

Reinstalled, updated to 1.46, no program files stuff, no luck. Extracted a new frameworksetup.zip to documents folder with the same Resource.cfg contents as my previous post.

Reinstalled, updated to 1.46...
For a minute there, I thought EA's fix of 1.32 had jumped more than 10 digits, and then I saw the datetime stamps. CC in Documents do not work for games lower than 1.12 as the Wiki article states.

You need to read carefully, and precision is important in patching. A lot of difference in 1.31 and 1.32, so even one digit is important. And it is read as one-dot-four-dot-six (what you have). We are now at one-dot-thirty-two-dot-three. 32 > 12 > 4. :)
Game Help:Patch_Table
- go to "Archived" and select the 1.31 SuperPatcher (links to be found at the bottom of the Patch_Table article)
- go to "Current" and select the 1.32_from_1.31 Incremental patch

Oh, I see! Silly me. Thanks for noticing, you've saved me a lot of further headache.
