Gym lot fitatmosphere moodlet bugged?

According to The Sims Wiki (http://sims.wikia.com/wiki/Gym), the fitatmosphere received while on a Gym lot is bugged:

This moodlet would provide a boost to Athletic skill building, but it is badly programmed. Due to a bug in the game, Your [sic] Sims are penalized, and they gain Athletic skill much slower than outside of gyms. It is recommended that you not use a gym for increasing Atheletic [sic] skill.

Does anyone know if this is true/still true? Or has this bug been squishificated?

I haven't sent my sims to the gym much recently, but the XML which causes the bug has not been touched by EA quite possibly since they first created it. This means you will most likely experience this bug if you don't use a mod to fix it.

Thank you very much, nonamena. I was considering changing my gyms into academies to avoid the penalty. Now I won't have to do that.
