Townies won't come to public lots

Hi, this is probably something that has been discussed somewhere else but I can't find it.

I have started A new game in a world I played in before (with out this problem occurring) but for some reason the townies won't show up at the public lots my sim visit. So the entire world seems dead and abandoned.

How do I fix this? All help is very appreciated!

Do you have AwesomeMod? There is a feature you may have turned on that turns off the "stalker" qualities in sims that keeps them from following your sim around. You may want to customize AM and turn that feature off. If that's not working Shimrod has a mod at iplaysims.com called "Townies on the Town" and "Service Sims on the Town" that will make sims go out on their own to places. They won't follow your sim to the lots, but they will go to lots that match their traits. After putting both of them in, I had sims going to bars and the laundrymats and other place. The townies went out more than my own sims.

No I don't have AwesomeMod. Do you recommend me getting it for this problem? I will try the Townies on the Town mod! Thanks!

What expansion packs do you have, and what mods, if any, do you use? It's highly likely you have something outdated and it's corrupting your game.
