angle rotation using mouse scroller... help?

suddenly I cant use my mouse scroller to move around and rotate angles in the game.
and I mean when I press down on the scroller and move the mouse it usually enables you to change the angle right? now it doesn't do anything but I can still use the scroller to zoom in and out.
I'd be really appreciative of any advice... please? :)

Wireless or USB-connected?
Do you have another mouse to test with?
Do you have issues with the mouse in any other programs?

Or just Sims? In which mode - Live and both Build/Buy?
Do you have any .ini camera/lighting/weather/etc mods or hacks, either in .ini form or .package form?
