This is a Maxis Recolour which means that it is a recolour of an item that already exists in your game. Please check the Expansion pack requirements to see which game pack it recolours.
This is a new mesh, and means that it's a brand new self contained object that usually does not require a specific Expansion pack (although this is possible depending on the type). It may have Recolours hosted on MTS2 - check the sidebar.

Um, in case you are not blind you couldn't have noticed the radically YELLOW blondes and shockingly ORANGE reds that were supplied with Peggy's newest free hair. Whoooa Nelly! x.O I *had* to make new, natural colours so without further ado I give you ten shades of blondes, browns and reds ranging from albino Scandinavian ash blonde to fierce Irish titian. Or sumthin'. Ack. Needless to say one needs to download the free mesh from
