This is a Maxis Recolour which means that it is a recolour of an item that already exists in your game. Please check the Expansion pack requirements to see which game pack it recolours.
This is a new mesh, and means that it's a brand new self contained object that usually does not require a specific Expansion pack (although this is possible depending on the type). It may have Recolours hosted on MTS2 - check the sidebar.
This is a new mesh recolour, and means that you will need to download the particular mesh itself in order for this to show up in your game. See the Meshes Needed section or read the text for more information.
*COMPATIBILITY: This hair is compatible with World Adventures as well as the base game.
As there is such a dire lack of manly custom hair for men at present, with most custom male hairs being rather girly, I hope this will help towards filling the gap for those of us who like our men (including our sims) to look like men!
It's simply a modification of the 'Short Wavy Messy Hair' that comes with TS3 (it doesn't replace it, you will still have both), just with it smoothed down to be less wavy and less big and bouffant, and to eliminate the weird strands of hair that went across the ears. As just a TS3 modification, it has a low polycount of 2160.
If you have downloaded, or have viewed the screenshots of, my above-mentioned Denton sims, their hairline is different from the way the hairline appears here - this is because the 'widow's peak' hairline that was characteristic of the Denton brothers is part of their face overlay. Below, to model the hair with its true hairline, is Paul Denton with his face overlay removed:

For a look at it in-game, I've given Cycl0n3 Sw0rd a makeover - I've made him into a nice platinum blonde bombshell.
There is one small issue with the hair, which I have not been able to fix. On the left side of the hairline, when the roots of the hair are a darker colour than the main hair colour on medium colours such as red and brown, there is a small
patch just visible (indicated by the red arrow). I didn't touch the hairline during my alterations, so I don't know where it came from or how to get rid of it - I tried re-packaging the hair in case it was a funny one-off bit of corruption that crept in during packaging, but it came out the same. But as you can see below, it can be instantly fixed by making the roots the same colour as the main hair (which I think looks better anyway). Also, looking at the below in-game shot, although just visible when the roots are darker than the rest of the hair, it's not as noticeable as in CAS.
INSTALL INSTRUCTIONS:
Unzip the .zip file, and copy the .package file to your Mods\Packages folder.
