I love the movie Who Framed Roger Rabbit, so I based this Sim off of the character from the movie, NOT the popular "untooned" version of Jessica Rabbit that's floating around. I've also given her traits and a lifetime wish that I think are a close approximation of her character in the movie:

Custom Content
This is a list of all the custom content pictured. If you really want this Sim to look like Jessica Rabbit but don't want a lot of content you won't use, I suggest getting the long gown and the formal hair. Also, the facial sculpt may look a bit different depending on what skin you use in your game.

Important Stuff!

In order to achieve the exaggerated, cartoon-ish look of Jessica Rabbit, I used AwesomeMod's CAS facial slider multiplier (set to 5) when making this Sim. If you want to mess around with her face you'll need the same, or else just don't touch the sliders because they will start snapping back into place and look screwy.

Jessica's boob job is courtesy of Delphy's Adjustable Female Breast Sliders. If you don't have it, I assume that she will just have normal-sized breasts in your game.
