It was 0 in the unchanged xml. Looking at the xml modding tutorial, it should be possible to include only the changed values in the mod, leaving other fields untouched to avoid interfering with other mods that change the same resource, provided those mods also only include changed fields.

This mod is definitely what avoids sims from changing into outerwear, I had read that somewhere (can't remember where). As soon as I removed it, voila, sims could change into outerwear. I thought by now this mod would have been updated but I guess I'm wrong. Should have a warning for outdated on the front page.

So I've put the mod in both the package folder and the overrides folder, but it isn't showing up when the "mod scripts found" window pops up at the beginning. Is it still working or am i doing something wrong? I haven't updated my game to the newest version and I just installed pets.

This is an xml mod, not a script mod, which is why it doesn't show up in the script mods window. And no, it's not updated - it doesn't work if you have Seasons installed; otherwise, it may or may not work.

What I lack in decorum, I make up for with an absence of tact.

It'll work, but it'll prevent your sims from wearing outerwear. If you look further up in the comments, there are some suggestions for other mods which you can use to get rid of the curfew.

This mod, as great as it is, completely stopped all my sims from changing into their outwear, took me ages to find out why they weren't doing it and it turns out, its this mod!!!! It works fine now I've removed it....

Yep, that's why I put a big purple link right at the top of the description to a different mod you should use with patch 1.50 or higher.
