Why would you be charged simoleons to create art on a digital sketchpad?

With this mod, you no longer need to pay anything when creating art with the digitalistic sketchpad.
Art made with the sketchpad for the Freelancer career should not cost anything either.
This mod simply changes the crafting cost of the sketchpad's recipes to 0.
