Skill building on Commercial Lots

I am wondering if anyone else can build their skills on the commercial lots in your neighborhood. I can only do it in University neighborhoods. I made a gym in my neighborhood but my sims cannot build their body skills there. Does anyone else have this problem or is it just me? Please email if you have any adivce: . Thanks

First of all, it's not a good idea to put your email address in a post.

Secondly, this is normal game behavior. But there is a hack by Squinge for community lot skill-building: http://www.modthesims2.com/showthread.php?t=142007. This version is for OFB/FFS only. I'm not sure if anyone else has put out a version that works with only Uni or NL.
