Teen Can't Call Anyone besides Taxi

Hi =) Umm. I'm having trouble with my game. Whenever one of my teen sims tries to use the phone to call a Sim, Delivery or Invite a sim to a community lot, he/she picks the phone up, then puts it back down. I'm using the Maxis Default phone, the one that hangs on the wall. I have tried using the phone that sits on counters and stuff, and I still have the same problem. I have tried to use it in another house and neighborhood and it still doesn't work. Help?

I'm using a Windows XP, by the way. =] Sims Two.
