The answer with testingCheatsEnable true is not finished.
While this enables the possibility there is no (not yet) known command life "MaxNeeds" or something of that manner.

However I've found out through playing that you can refresh the needs(hunger, weariness etc) of your Sim by simply pressing CTRL+LMB (Left Mouse Button) on the red marked need. The need then disappears and goes back to full (try it!). I use this myself, and I received the game 2dys ago. Also to teleport simply press SHIFT and click on an empty space. You will see the menu "Teleport to here". That's all I've found so far.

Or, with "testingcheatsenabled true" you can shift+click on the mailbox, and hit "make everyone happy" and then "make needs static".

Using testingcheatsenabled true, you can slide their motives to whatever place you want. This is how I control the needs of my sim when I need to. If you have the game paused then you won't be able to slide them or at the least see any result of sliding them until you go back to live action. You just click anywhere on the need bar and then holding your mouse key down, slide the bar in whichever direction you want.

I guess 'motivedecay on/off' isn't in the game? I'll have to try it out.

I don't use the static motives or motivedecay thing with Sims because sometimes I want my sims to cook and eat. Also for lowering social so they'll chat longer. But I've found in Sims 3 that it doesn't matter if social is full, they will keep talking on their own for quite a while.

In the Awesome mod, there is an added cheat called "maxmotives" that does exactly this.
