The Sims3Tools mod tools site has been taken down.
Inge and Peter Jones's mod tools, the Package Editor (s3pe) and Object Cloner (s3pi) are now hosted here in the s3pi forum: http://www.modthesims.info/forumdisplay.php?f=604 .
The tools can each be found in their own pinned download thread, and bug reports/support questions can be posted there. General discussion about the use of the tools, tutorials and so on should continue to be posted here, in Modding Discussion.
The DDS viewer which some were using from Sims3Tools is obsolete; you can use this one instead: http://developer.nvidia.com/object/windows_texture_viewer.html
