To stop witches from visiting comunity lots?

Im very annoyed with these witches because i have a vegetables/fruits businness and they keep annoying there with they lightings, is there any mod to prevent them from appearing? i have killed some already... used the visitor controller from simbology but nothing stops them :(

Killing them likely won't work as they will just respawn.

http://simwardrobe.com/ has a no NPC witches on community lots under 'Apartment Life fixes'.
