Is it possible to build my own apartment building?

Sure, i know i can build something that looks like an apartment... but can i build a fully functional apartment building where people live on different floors? if it is possible..can someone please tell me how to do so? do i need to make the lot residential or community? im thinking residential... but just to be on the safe side thought i'd ask. and how do i get sim families to live on different floors of the building and not just have access to every floor as if it were their house?
