Maybe you should finish the world you are working on first!

I suggest also that you read some tutorials before creating another world, we have many here:
Tutorials:TS3 CAW Tutorials
Those might give you some ideas about how to make your world better.

If you really want to work with someone on making a world, your best bet would be to start a social group to see if others are interested.

But, making a world is difficult and time consuming, and it would really be better if you finished a world on your own before embarking on a group project.
