Default Downloads Location

I am just getting back to my sims after years away. I am trying to download some content but can't get it to download in the correct folder. They are going into my documents and I am having to move them. I seem to remember a box opening where I would click save and then be able to choose the location. I have used IE8 (9?) and firefox. I can't figure either out. Thanks for any help.
