@ekrubynaffit, I think the number of rooms plays a part as well. One big room seems to always be cheaper than the same space divided into two, or multiple rooms. While I do think your apartments might be a little too spacious to be "cheap," the amount of inner rooms could also be playing a part as well. Try deleting your walls between the living room and the kitchen and combining the bathrooms into one room, and see how that lowers the rent.

@NatteryakToad, from reading the article gummi linked to in the rules post, I learned that noise isn't generated as long as there is no empty tile for it to spawn from. You could swap your endtable and bed to be on the shared wall and put the mirror by the door--that way there shouldn't be any noise, if you wanted a simple fix (if you are worried about the space encroaching on the kitchen, you could also make the bed a Murphy bed).
In any case, it's a good thing I looked at your post, as I totally forgot I meant to put a mini computer lab in my public space area! I had grand ideas for the area, but I scaled it down once I settled on a lot size and then the building sizes. Hmm, I guess my coffee nook/terrace will have to swap with the arts & craft space and be an outdoor painting terrace instead. And then inside, the arts & crafts space will be a coffee/computer lab spot.

I wanted to make a fishing lodge with a communal kitchen, but I couldn't come up with a plan that I liked that had units large enough to justify the cost savings. So instead I made a set of cottages on a lake. The lake has three units for rent and a common clubhouse.
Unit 1: 2 story red building
Unit 2: L-shaped building with bluish siding
Unit 3: rectangular with log siding
Clubhouse: octagonal building
Some pictures were taken in build mode, some in live so that the chairs tucked in.
I'm using my first extra shot to better show the whole lot as the front and side views completely block the view of unit 2. The lake shore at the bottom of the picture is suitable for fishing. The lake is swimmable, but instead of using banned custom tiles, I used black carpet.
In order to make the lake swimmable, two deck levels are needed. I used that and put the cottages on pilings; the lake may be susceptible to flooding. There are closer floor plan shots of each unit under their respective spoilers.
Rent: $1327
Bedrooms: 2
Phone: On the wall by the front door, with a second phone on the desk upstairs.
Smoke detector: directly above the stove
Garbage can: beside the high chair
This unit is meant for a young family with two children (well, young child and infant or toddler). When the youngest ages to child there will be room in the shared bedroom for another twin bed and a desk.
Rent: $1038
Bedrooms: 2
Phone: On the wall by the front door.
Smoke detector: On the wall beside the stove, visible in second living area shot.
Garbage can: in the corner beside the bathroom door
This unit is meant for two recent university grads, living together to save money. One is a romance sim, living at the lake because it's a great location to bring someone at the end of a date. The other is a knowledge sim who is enthusiastic about everything and likes to fish as well as indulge in other hobbies. This sim also loves the basketball hoop between unit 2 and 3.
Rent: $924
Bedrooms: 1
Phone: On the desk
Smoke detector: above the stove
Garbage can: in the corner by the front door
This unit is meant for a single sim or couple, one of whom may work from home as a writer. They are living at the lake because of a love of nature and they prefer to decorate with green and wood.
The effect of using carpet instead of cc transparent tiles is that parts of the swimming sims disappear below the tile. Fish are also only visible when they jump. I figure the lake is just very murky.
The common deck area has tables, a BBQ (I remembered it this time!), a stereo and a railing/ballet bar. The lot garbage can has been moved to the second deck level, near the club house and stairs.
The fire alarm is above the fireplace. The clubhouse bathroom has a nice bathtub; I'm assuming residents could book time if they wanted to take an extended soak or bathe a toddler or dog (unit 1 is the only unit with a bathtub). The schedule is part of the notices on the clubhouse bulletin board above the bar area sink. Otherwise the bathroom is first come, first served.

The Nova Colonia Chamber of Commerce doesn't like me calling it a tenement. It's Affordable Working Class Housing, for pity's sake! And it's true that some of the long-term tenants have made themselves some pretty nice set-ups.

Whether you're on the way up, on the way down, or resigned to going nowhere, the price is right. The only way to live cheaper is to bunk at the YSJA (Young Sim's Jacoban Association). Nobody ever gets their security deposit back, anyway, so if you want to DIY new carpet, wallpaper, or other finish-out, be our guest. You'll probably improve the place. Not all the common amenities are technically provided by management. It's not unusual for someone to abandon stuff when they leave, especially if they owe rent.
I promise, the next two builds have back views worth taking. This is not a part of town where "landscaping" is a thing at all.
Ground (1st, because I'm American) Floor, showing the entire lot.
Burglar alarms have been deliberately omitted, as this sort of building is seldom protected. Fire alarms are directly over the stove, though if the stove is in a corner it may be on either wall. (Unless I overlooked it. I blame the cabinet that fell on my head) If it's feasible to have the phone on the second square away from the entry door, it is. They do all have both.
I used 5 of my "structure" shots to give closer floorplans of individual units. Since I couldn't use my floor plans of 3C and 3D, I would like to point out that the bits of bedroom wall shared with their neighbors are blocked by a bookcase (3C) and a fishtank (3D).
Unit 1C, at which we will look more closely later. The current tenant started strong on redecorating, but bit off more than he could chew and fizzled out when he tried to put new linoleum in the bathroom. You can also get a reasonably good look at the rear of the 1st floor common area here.

Floor 3, Overview
Unit 3A, plus the bathroom of 3C. One of the cheapest units has here been gussied up by the tenant considerably, and we'll take a closer look later.

4B is occupied by twin sisters who are good with their hands and have perfected the art of compromise in the interest of having a home they can throw parties in. We'll see more in a bit.
Our final floorplan at last: the roof!

One of the Handy sisters comes up regularly to shoot hoops.

The 1A tenant really likes his cat.
Not so fond of his neighbor...
He and his furbaby are comfortable here.
1B is the home of a single mother and her son. She hopes to do better soon.
Otto is the only kid in the complex at the present time. But his mom has taken precautions against his getting bored.
I could've used up all four pictures just on his room. He's really into the ocean.
Vera Way, in contrast, has stinted herself and hasn't even gotten around to repapering her room.
3A is a little bit cramped.
But it has all the necessities and the current tenant went all out on personalizing the finish-out.
He hopes to have some fine times in this bedroom.
And having everything in one room is so convenient!
Whew! I was afraid it would take too long for the fireman to get up here to 4B, but nothing even had time to burn up. I guess two staircases and two elevators wasn't overkill.
Mandie Handy is a Bohemian and her sister Randie Handy is a combination jock, tech, and gearhead. Between them they've managed to put together a pretty nice apartment.
Randie's room. She's fairly butch.
Mandie's room/studio.
I hope those pictures aren't as much work to look at as they were to post! I think I'm in compliance now. Thank you for you time.

@Peni Griffin - Nice job on the kind of grimy, city feel with the dirty walls and tiles and wow at having the patience to decorate so many units! Your first two 'sim eyes view' pics are the same image, was there supposed to be something else you were showing there or did it get added again by mistake?

Thanks for pointing out that duplicate pic. I'm sure there's other mistakes in there, too, but I can't deal with it any more today. I'll edit some more tomorrow - and definitely reread the picture guidelines and get the number down to something reasonable/legal. Even if the judges could be expected to deal with all those pics, it wouldn't be fair to the people who can count. I'll be lucky if I haven't disqualified myself.

@Peni Griffin, the max picture total from round 2 on is 32 plus the required screenshots (gummi updated the first post). Hopefully that helps? And I can't speak for the judges, but I personally never bother with fire alarms in apartments, as apartment lot coding makes it so that whenever there's a fire, the alarm goes off automatically and firefighters show up right away. It's happened to me a few times now.
...What? Don't look at me like that. I didn't intentionally set any fires, but if one happened to occur and happened to provide some extra drama by killing someone... Well, I wouldn't be upset. But it's extremely unlikely to happen because, as I said, the fire department shows up pretty early.

Since all of my attempts resulted in rents over 1k, I decided to go with a large house converted into small, like really small, studio type rooms.

You know what would be interesting to see (but probably not for this contest)? I very large house completely divided up into full two-bedroom apartments. I lived in one of those once. A house on the outside, but apartments inside.

Nevermind the flights of stairs between their sofa and the kitchen - these pixels would rather have privacy than avoid starvation. I did everything I could to make them use the eating facilities below but no, no.
***Alarm or not, the fire department will come. I opt for the sprinkles instead of the alarm cos the alarms are just too damn ugly

I had doubts on the accessibility of each items cos of the placements but it all worked out fine.

Round 2 coming in just before the buzzer! I based this apartment building off of the many apartments I saw back when I attended college in Indiana, as a low-budget option for us broke college students.
Built on a 2x3 lot, this apartment building features 6 one-bedroom apartments and a small gathering area in the backyard for those weekend parties. Each unit has the same layout as the turnover of tenants is frequent and the landlord won't stand for such frequent renovations! But all the tenants have painted the walls and cabinets to their own tastes, and each has a different style. All apartments include a phone, trash can, and fire alarm for safety and cleanliness purposes. They also each have a dresser and bookshelf as I consider those essential for my sims!

Unit 1 (top left) was built for twin recent college grads who only have an assortment of furniture from their childhood and dumpster-diving finds. (This unit is the only one without a television.) Since the bedroom is on an outside wall, there's no issues with noisy neighbors keeping them awake.

She already has a few nice furniture pieces that she can take with her when she leaves and she tries to make the place look as elegant as she can. She likes to relax by playing her game console and the food processor makes cooking a breeze.

The decor also reflects her love of all things horticulture, and she has a hydroponic garden inside as well. Additionally, she has a juicer to turn all her farmer's market finds into healthy drinks.

Round 2: Squalor's Square
Don't let the name fool you, the outside may be a tad grungy, but sims will be very comfortable here. Though I didn't have a particular spot in my mind, this lot was designed as a downtown low income housing complex for recent graduates, sims just moving out of their family home, and sims who are clinging to their youthful, responsibility free days and who need a little bit more time to get their finances in order. I'd like to admit though, that things didn't turn out exactly as I'd liked, as this lot continued the trend from round 1 and ended up proving to be a PITA. Never in all my simming days have I encountered these seemingly random but annoyingly persistent stair issues, but of course I have to experience them now, in the middle of a contest.
Anyway, the lot is meant to be a bustling one, with sims always around, hanging out, and there are several ways it meets that need. First, there are 11 units, so even if playables occupy 4 apartments, there will always be plenty of neighbors around to pal around with, romance, and feud with. There are four studio apartments, two 2 bedroom lofts, four 1 bedroom apartments, and one 2 bedroom, two-story apartment--and all of them are completely, 100% accessible, despite this game's darnest attempts to foil my plans. To keep all those sims occupied, there are plenty of activities on site should an apartment be too small for entertaining, including a mini arcade, reading lounge, musicians' corner, computer lab, gym, painter's terrace, an outdoor barbecue area with vending machines, a roof top deck with a campfire, and last, but not least, a fountain for those oh-so-amusing pranks. Rent picture is below, everything else will be under spoiler tags (Warning for those on slower pcs, as there's a lot of pics and they are fairly large). Because the lot is actually made up of five separate buildings, the individual building floor plans will be under their own spoilers, with unit pictures (hopefully, that makes things easier for the judges?).
Left Side view: Parking Lot. This parking lot is only decorative due to cc restrictions, but before move in cars can be placed on top of an invisible driveway and decorative car spots can be placed in the spots perpendicular to the driveway. As I stated in round 1, sims being able to drive is important in my game, but I thought it was unrealistic for sims to have their own garages and cars for this round, as it's meant to simulate cheap living. Instead, sims shall rent and share cars, much like young adults do with Zipcars in real life.

Roof. I had wanted to do a raised CFE roof on the building with the fence pattern on top, but that's currently beyond my skills at the moment and I couldn't get it to come out right. Also, I apologize for the UI in some of the top down pictures, but it couldn't be helped because if I take the picture in camera mode, there's these lines all over from the lower floors bleeding through.
Dummy floor/"Secret" Hideout floor. Secret is in quotes because the hideout has windows and you can totally see into it from the balconies. The dummy floors above buildings 1 and 2 were also updated since my first post.

The square below is meant to be the hub of the lot, with direct access to the amenities building. Chess, public bathrooms, a barbecue with seating, and vending machines (for those too lazy to cook/sims who ran out of money) are all here; the vending machines and barbecue is behind the wall with the trellis. Also visible (barely!) is the painters' terrace with a couple of easels set up so sims can paint the view. It's surprisingly more popular than the instruments in the the musician's corner.
Front - View of the arch. This sight line and the way the view goes from the street directly into the amenities building was the inspiration/driving force behind this build.
Roof deck - Consists of the roof of building 3 and the amenities building; both halves of the roof are fully accessible.

Finally, the last public space, the Secret Hideout for witches on top of building 4. Pictured is Priya Ramaswami testing the spot for me in full neutral witch get up. I originally added a third floor on the building just to give the roof line some interest, but, not wanting to waste the space, I turned the room into a "secret" lounge in the spirit of apartment life (Witches are a big part of apartment life, apparently. ). I looked and looked, but I could not find a buyable cauldron and spellbook/pedestal--however, sims can still use Magivestigium to access the space and use it as a study.
Now for the apartment units. All units have a fire alarm, burglar alarm, trash chute, and phone. Fire alarms should always be above the fridge; most units have a visible phone and trash chute, but due to the angle of some of the layouts, a couple aren't visible.
Building 1 (four studio apartments), 3rd Floor Dummy Floor - Forgot this shot earlier; This dummy floor and the one in building 2 were updated so that walls go all the way up in the living spaces and the bathrooms and closets of 1C and 1D were given ceilings. This way, there's no shouting back and forth over shared walls and each unit can retain their privacy.

In 2A, The writer has everything he needs to keep things neat and orderly while he freelances at home and the dancer has a private practice space and is more free to be messy upstairs, where her roommate can't see.
In 2B, the friends flipped a coin to see who would get the loft and the artist won. In exchanged, the romancer was allowed to decorate the 1st floor however he saw fit. The artist wasn't really expecting the romancer to be able to fit as much as he did in there, but a deal was a deal and everything was functional.
However, the artist did have a private space to retreat to. Up in the loft, the artist had plenty of space to hang out and relax or perfect his art. A good thing, too, because when the red lights were on downstairs, that meant his friend was entertaining and he needed to stay upstairs. It was a small space but they made it work.

Unit 3B is meant for a sim who loves fish.

@Phantomknight - I'm loving this complex! I'm always a big fan of the brick lofts, we have so many cool apartments like that where I live. Love your public spaces and the work you did for the entry archway, very cool-looking

Sunset Court Apartments:
Lot Size: 3x3
Apartment Rent: One-Bedroom - $1000 , Two-Bedroom - $1998
For this lot I wanted something with a slightly dated feel and used this building as inspiration. I had liked the dated simplicity of it. That said I'm afraid it may have been too simple. I mean I like how the apartments turned out, but the structure is a very ho-hum. It certainly doesn't hold a candle to all the other apartments this round! Damn fine work you guys! Oh well, the lot is functional, and I do like the courtyard and the landscaping. Although the landscaping is a little cheerier than I typically go for I think it turned out nice considering. Hope you guys like it!
There are 4 units, 2 one-bedroom apartments and 2 two-bedroom apartments. Each apartment comes with a kitchen, 1-2 bathrooms, living room, fire alarm, phone and either a trash can or a trash compactor(notes on locations of the essentials are in the apartment descriptions).
The common area has a grill with tables and chairs, a playground, and a chess table.
Notes:
- All units were fully playtested and every object is accessible and the apartments are easily navigable by sims without stomping. I took the sim level shots in live mode to show off the accessibility of various questionable objects. All bushes are able to be reached and trimmed. There is a lot of them but hey, it's not like the landlord has anything better to do.
- All bedrooms have been noiseproofed. Though I want to note that my entry for the last round was not noiseproofed and I didn't receive a penalty for that. I should only have 4 points for the host bonus. It's probably dumb of me to mention it but it isn't fair to those that made the effort.
- I used two plant fences for this lot, the bushes around the back and sides of the lot(by AdonisPluto found here) and a small flower fence for decoration in various places(by Rosebine found here)
- Again I used the one and two tile wall shelves as a vanilla OMSP to add deco on top of furniture. I used it mostly for the kitchen counters so I could add more deco but still have them be usable by sims preparing food.

Unit A - The Bird Aficionado
This apartment is designed to be home to a single sim with an obsession with birds. I dunno why, but I just wanted to decorate for someone who was a bit quirky and I imagined they'd like retro things and bright colors. There are also three bird cages , which of course under normal circumstances could be replaced with something a bit more practical and less... noisy.
Phone is above the counter next to the sink. Fire alarm is above the fridge. Trash can is in the kitchen.

Unit B - The Cat Fanatic
This apartment is designed to be home to a single sim with perhaps too many cats. Again I wanted another quirky sim, but I also wanted to see how livable this apartment was to someone with a lot of pets. Also I imagined the bird fan and the cat fan had mutual crushes on each other but were too afraid their fuzzy/feathery friends wouldn't get along. No reason really, I just though it made for an interesting story. The apartment is decorated in rust and browns and has a lot of toys and furniture for the cats. There used to be a coffee table but apparently cats can't navigate around them and their constant whining was driving me nuts in playtesting, so I removed it.

Unit C - The Single Parent
This apartment is designed for a single parent with two children and a dog. The parent is artistic and has an easel and a sewing machine, and the kids have lots of toys and of course a nice playground outside to play on.

Unit D - The Young Family
This apartment is designed for a young couple with a toddler and a cat. One parent is a toymaker and I put the station in their bedroom as I thought it looked a bit scary and dangerous for the living room and thought that the new parents would want to be able to close the door to keep it away from their toddler.
Phone is on the table in the foyer. Fire alarm is above the fridge. Trash compactor is in the kitchen counter next to the stove.

Edited to add: Can everyone see all the inline photos? For me flickr seems to be stating a couple of the photos are "no longer available", which is a load of crap. Edited to add: Got it. No clue why that was happening but editing them again and reuploading seems to have fixed it. Weird.

I really enjoy the layouts of your apartments and the nice green space at the center for social gathering. Also very clever use of the in game shelves as omsp substitutes! I was wondering how you got more than one item on the kitchen corner counters
