This user has the following games installed:

Sims 3
Can't find the \game\bin\ Folder
I'm trying to get the 'd3dx9_31dll' file into the \Game\Bin\ folder for my game as said to do here (http://www.modthesims.info/wiki.php...g_Package_Files)

BUT, I can't find that folder in my 'The sims 3' folder,

I would be so happy if someone could help me. And I only have the base of TS3.

You won't find \game\bin\ in your documents folder.
You will find it where the Sims 3 was Installed.
(For Example):
c:\Program Files\Electronic Arts\the sims 3

The framework consist of 3 components:
to be placed in the root folder (Program Files(x86)\Electronics Arts\The Sims 3\) are:
(1) a text readable file named Resource.cfg and
(2) a folder named Mods containing a sub-folder named Packages;
to be placed in the \Game\Bin\ folder is:
(3) a d3dx9_31.dll file specially modified to work with The Sims 3.
This .dll file is only required if you want to use a core mod like Awesomemod, Gabriel mod, etc.
Note that you can only have one core mod in your game.

Yes, that's where they should be going. May I direct you to Game Help:Installing Sims 3 Package Files

Yes, but you'll want to drop the .package files in the 'Mods' folder: as per the GameHelp link:

(2) a folder named Mods containing a sub-folder named Packages; (this is under the game's root directory ->
Don't put them in: c:\Program Files\Electronic Arts\the sims 3
Put them Here: c:\Program Files\Electronic Arts\the sims 3\mods\packages
[You will have to create those directories, as they do not exist]
)

There's a tslus.bin, a platform.bin, an igs.bin, a nav.bin, and an msi.bin so are those what i use?

None of the above. The thread you are responding to is from over five years ago and the procedure for installing mods changed after the Ambitions patch came out.
http://www.modthesims.info/wiki.php...g_Package_Files (and continue on to the next page as indicated if you no longer have things set up the "old" way).

But if your HQ mod has unusual requirements, the place you got it from might have included special instructions on how to install it?
