I have the option to Woohoo, have Risky Woohoo or Try for Baby with the All-In-One Bathroom on a public lot. If I click the option, the two sim will make out, but afterwards nothing happens. It is as if the action has been cancelled. And I made sure that Woohooer does allow public woohoo and everything. Nothing is in the way, the two sims are either at Extremely Resistable stage and married, or otherwise in a steady relationship.

I believe you are confusing standing romantic socials with a bed to shower interactions. If I remember correctly, you have to click on a shower or rabbithole with your active sim, then choose a target sim to interact with.
